Just a quick pic of small center drill, .0145" drill bit and light pressure drill-feed attachment.
Throw between 1/2" shank and chuck is ~ 1" and is spring loaded to the retracted position.
I made a mistake, 1/16" is .0625", not .625".

Hard to see, but I drilled a deep .125" hole on this side, so I only had to drill a little less than 1/8" (.125") with the .0145" diameter micro drill.

2nd attempt (what we ended up using).
It replicates both the screw and bushing for the inner flap hinge pivots.
Worked well, used JB KWIK Weld to hold in position along with a green tipped clamp.
I made the .0145" diameter hole starting with a mini center drill, then using a light pressure drill-feed attachment holding the small drill, and the larger chuck in the lathe tail-stock holding the light pressure drill-feed attachment:

Light finger pressure applied to the aluminium ring allows for about 1" of travel. The ring has a ball bearing, thus if you were spinning the small drill bit in a milling machine or drill press, finger pressure can be applied without the ring spinning between your fingers.

Larger diameter of black washers are welcomed.
With two of them, FL 18s will align perfectly and repeatable with FL 16s once pivot tube and clamp installed.
Black set of black washers only being used for bonding in FL-18s.

The pivot hardware supplied by Europa is the white washer and small thin steel washer. The two black nylon washers are exactly the same thickness and I double sticky in place.

I used the flap bushings from the inner flap hinges, then just cut a piece of .1875 hollow tube (.125" inner diameter pass through hole) with a mini tube cutter.
