Arm was too short to reach from top of fin to put tape around aft layup. Resolution was to make a fairly tight fitting jig, and mixed up some flox from conduit reinforcement Aeropoxy/30 mix. We wet out areas that could leak, and when flox began to kick and very thick and sticky forced it in. Then laid up 3 BID with Aeropoxy/60.
